or toolbar button allows the user to view and edit each tool
in the current board design.

This dialog allow the user to view more properties
of each tool. It also allow the user to Edit a tool,
Add a tool, and properly set TCodes for all tools.
- Close - This will close the dialog
- Edit - Allow the user to edit a tool
- Add - Add a new tool to the list
- Set TCodes - Correctly number TCodes values
- Print - Prints the list

The Edit command allow the user to rename the tool,
set the size of the tool, change the tools TCode and also
identify a tool as plated.
